What is high-risk SMS? A practical guide for ecommerce brands
The short answer
High-risk SMS is an industry term for business texting in categories that messaging providers or carriers scrutinize or restrict. It is not a special approval, a delivery guarantee, or an exemption from messaging rules. Eligibility depends on the actual business, products, message content, destination, and sending route.
What makes an SMS program high risk?
The label usually describes a business category or use case that requires extra review. It can also describe a sender with weak consent records, misleading offers, or a history of complaints. Those are different problems: better consent cannot make a prohibited product eligible, and an eligible product does not excuse poor list practices.
For example, Twilio’s published US guidelines identify restrictions involving gambling, certain financial services, controlled substances, and other content. The exact treatment varies by sender type and policy. A brand should ask about its specific products and intended messages rather than rely on the broad phrase ‘high risk.’
Three separate checks before you send
A useful review separates permission to contact someone from permission to send the content. Treat each check as a requirement, not as a substitute for the others.
- Business and content eligibility: does the provider and its underlying route permit the actual category and message?
- Recipient permission: can you demonstrate the right permission for the proposed use, and honor opt-outs?
- Sender setup: is the number or sender registered or verified where required, for the intended program?
Does customer support change the answer?
Two-way support and promotional campaigns serve different purposes. A customer asking about an order needs a relevant response, not automatic enrollment in marketing. Keep those conversations separate when deciding audience, message content, and permissions.
Support is not a blanket exception to carrier or provider rules. Confirm that the underlying business and the proposed support use case are permitted before activating the channel. A promotional offer inside an otherwise operational message can change how it needs to be treated.
What to prepare for an eligibility review
Bring your store URL, product descriptions, target countries, example messages, consent forms, expected volume, and support workflow. Tell the provider whether you need outbound campaigns, automated recovery, customer-initiated support, or all three.
OneMoreSend reviews accounts before sending. Start with an eligibility conversation so the proposed program can be assessed against the business, content, and intended route. Use the provider checklist below to make that conversation specific.
Common questions
Does high-risk SMS mean illegal texting?
No. A business can be lawful and still face stricter provider or carrier restrictions. Legality, route eligibility, and recipient permission are separate questions.
Does registration guarantee delivery?
No. Registration identifies a sender and use case where required. It does not override content restrictions or guarantee delivery of every message.
